Based in Fresno, California, the Lyles Construction Group specializes in Infrastructure, Energy and Environmental construction projects throughout the State of California. Our mission is to meet the needs of our clients by providing the highest value construction services available. The West Kern Water District has worked in conjunction with the W.M. Lyles Co. for over twenty years. We have found them to be professional in every aspect of water works construction. Our experience has included consultation on design, construction management, prime and sub-contracting services on projects ranging up to $30,000,000. Our Leaders

Stan Simmons – President/CEO
Stan graduated from Iowa State University in 1979 and became a registered civil engineer in 1983. He has been with the Lyles Construction Group of Companies for 27 years and has served in various positions from Project Superintendent to his current role as President providing executive management for over $1B of Alternative Delivery water/wastewater projects and over $2B of all types of civil projects.

Ken Strosnider – Executive Vice President – Chief of Operations
Ken has a vast breadth of knowledge and expertise within the construction industry in a career that has extended 30+ years. He has been employed as a Project Manager with W. M. Lyles Co. since 1989 managing projects in excess of $160M. Ken’s expertise includes project management and engineering in the areas of water pumping, water conveyance, water and wastewater treatment, groundwater recharge, sewer and storm drain installation, power distribution, and welded steel pipeline construction. Ken is a graduate of California, State University Fresno with a Bachelor of Science degree in Construction Management.

Pat Saleen – Senior Vice President – Southern Division Manager
Pat has worked in the construction industry for more than 29 years. He began his career with W. M. Lyles Co. in 1989. During that time he has successfully performed roles in lead estimating, project management and engineering for both public and private development projects. During his tenure, Pat has also provided executive management within three divisions of W. M. Lyles Co. He has extensive knowledge in underground utility infrastructure, pumping plant and utility rehabilitation and mechanical systems for water and waste water pumping and treatment plants. Pat is a graduate of California State University Fresno with a Bachelor of Science degree in Construction Management.

Joe Lawrence – Assistant Vice President – Northern Division Manager
Joe has been engaged, almost exclusively, in the construction of water and wastewater infrastructure since beginning his career with W. M. Lyles Co. in 2002. Over the last 16+ years he has overseen the construction of more than $200M worth of projects utilizing both design-build and design-bid-build delivery methods. Joe’s areas of expertise include project management, risk management, value engineering, estimating, CPM scheduling, problem solving, and alternative project delivery methods. Joe is a graduate of California State University, Fresno with a Bachelor of Science Degree in Construction Management.

Kevin Shigematsu – Assistant Vice President – Central Division Manager

 Kevin started his career with W. M. Lyles Co. in 2000 as a college intern. He progressed in his career to become a Senior Project Man-ager, and then transitioned to estimating where he became the Chief Estimator for the Central Division. Kevin’s expertise is utility work, underground piping, mechanical piping, water pumping, water conveyance, water and wastewater treatment, groundwater re-charge, sewer and storm drain installation. Kevin has been involved with a vast arrays of projects ranging from a few thousand dollars to $165M. Kevin is a graduate of California State University Fresno with a Bachelor of Science degree in Construction Management.
